  17. <p>     U.S. aerospace planners call it "brochuremanship," the
  18. tendency of contractors to make wild claims about the
  19. effectiveness of proposed weapons systems. Now this liar's art
  20. has spread beyond Washington. A journalist back from the
  21. U.S.S.R. tells of Soviet military technicians who pitched a
  22. costly radar missile-tracking system to the Kremlin. On April
  23. 28, when the U.S. was scheduled to launch a space shuttle, the
  24. technicians triumphantly declared that the lift-off had been
  25. detected and tracked. Several hours later, NASA announced that
  26. the takeoff had been postponed.
